Include in this, that you would specify to attendees their roles as Ambassadors of the Change, even through participating in the project related meetings.

Reflect upon this, as to how your Program Governance Forums are currently set up.

When there are 'gaps' in communication it is often due to lack of representation at a meeting, or the individual isn't fulfilling their role. Regardless they need to be addressed as soon as possible.
